As UNDP is the agency that affects the overall development, the UNDP Resident Representative is taken as the Resident Coordinator of UN System. At country level, the agents get together and reflect on the basis of priorities identified by governments to have a common understanding on these priorities and development issues before committing to set a framework to enable each agency to contribute in a coordinated manner to support government efforts. You often hear the program of UNDP, the project of such an agency, we have no program to us. Sometimes a slip of the tongue. But we are there to support government efforts to fight against poverty..

For development, the governments set their priorities and increasingly in favor of the PRSP is the economic development policies that help us to make. And I am happy here in Senegal, the definition of these frameworks has been done in a participatory manner with all components of society. Whether the first government that has responsibility for providing such a framework with its various entities at the national level, but also other partners such as civil society, private sector and technical and financial partners. It was not always so in other countries. Here, we are fortunate to have this openness that allows us to engage and we lean on government priorities and its analysis.

Within the UN system, we are almost thirty agencies here. Again, the peculiarity of Senegal because, outside of national representations, we have agencies that are mandated sub-regional and others are mandated in the region. All these agencies come together and based on priorities identified by the Government through the PRSP, we define always in close collaboration with the government, the United Nations framework plan for development assistance. We are trying to do with the government on the basis of different priorities, which the UN system can and coordinated manner. We take in the wake of the Paris Declaration, that to achieve sustainable and equitable development requires that governments should be the architects of their own strategies, priorities and their own programs. We are no longer the ’60s, where we had to dictate what should be done in education and health. Today, we have to do with organized governments which have expertise in all areas, men and women who have skills and are open to cooperation.
